Mathematics isn’t a single subject. It’s dozens, hundreds of tiny subjects. Some universities are better for some flavours, others are better at others. It is very hard to compare one country with another – is a world-class US Number Theorist better than a French Statistician or a Ugandan Algebraist?
How do we judge better- is it having lots of papers published? is it explaining your work to the largest number of people? is it winning the most awards?
